DoW silently re-published a 1963 NASA memo about alien-contact policy — with newly-added OCR

Between June 14 and June 15, 2026, one PDF in the May 8 release was silently replaced. The new version shrinks from 1,598,931 to 1,169,464 bytes (−27%) but gains 12,845 characters of OCR-extracted text — making the document fully searchable for the first time. The document is a 1963 NASA-to-State-Department memo whose subject line reads, verbatim: "Thoughts on the Space Alien Race Question." No correction note appears in the public catalog.

This is the second confirmed silent republish in the PURSUE program (after the 69-file May 25→27 wave documented in finding #1) — and the first since release 3 dropped on June 12. The newly-OCR'd content matters: the document is a serious 1963 memo from someone in the Executive Office of the President / NASA to Mr. Robert F. Packard at the State Department's Office of International Scientific Affairs, discussing what U.S. policy should be "if an alien intelligence is discovered in space." It references "BNSP Task I" (Basic National Security Policy) deliberations. Until June 15 you could only see this as scanned images; now Google can index it. The change was pushed without acknowledgement.

Evidence

File: release_1/59_214434_sp_16_[7.18.1963].pdf. The catalog title is the raw NARA shelfmark — Record Group 59 (State Department), shelf-mark 214434, document SP 16 dated July 18, 1963.

Method. Re-fetched the live war.gov uap-data.csv on 2026-06-15. CSV byte-identical to the 2026-06-14 snapshot — no record adds, removals, or text changes. Re-fetched the live UFO/index.html — also unchanged in any meaningful way (only the ASP.NET __VIEWSTATE token, the DVIDS live-badge UUID, and the daily-rolling DVIDS Live Events config date window changed). HEAD-checked every one of the 390 PDF/image URLs the manifest references against the local mirror's stat()'d byte size. 389 unchanged. 1 changed.

The change:

So the page count and image count didn't change — what changed is that the PDF gained a text layer via Acrobat's Paper Capture Plug-in (OCR), and the file was re-saved with more aggressive compression elsewhere. The file's own /ModDate says it was prepared on 2026-05-11 — four days before this mirror's first capture on 2026-05-15 of the original — meaning the OCR'd version sat staged somewhere for over a month before being pushed live on or about 2026-06-15.

The accidental before-snapshot. Yesterday's orphan-pdfs finding documented that two byte-identical copies of this document live on the server — release_1/59_214434_sp_16_[7.18.1963].pdf (bracketed, in the manifest) and release_1/59_214434_sp_16_7.18.1963.pdf (no brackets, not in the manifest). The two were md5-identical: 6039f96c…. **As of today, the orphan no-bracket version is still md5 6039f96c… — i.e. it still holds the pre-change file.** The DoW updated the catalogued copy but didn't touch its un-catalogued twin. That twin is now an accidental chain-of-custody preservation of the original — you can verify the diff yourself by fetching both URLs.

Why the content matters. The recovered OCR text on page 1 begins:

Some discussion of this occurred, as you will recall, during deliberations on BNSP Task I. This memo contains some miscellaneous thoughts on the question."*

The remainder of the 6-page memo seriously surveys the era's scientific consensus on extraterrestrial life, contemporary stellar-formation theory, and the policy implications of "running across an alien intelligent race in our solar system." It dismisses "flying saucer advocates" but acknowledges the discussion was had at the BNSP (Basic National Security Policy) level. This is a substantive Cold War-era U.S. government policy memo about contact contingency — released in image-only form in May, made searchable in June without a public note.
